Dashi is not boiling. It is pulling flavor out at the right temperature and stopping.
Core Concept
Glutamate leaves kombu best between 60C and 80C. Above 80C the kombu also releases slime and a green smell. Bonito flakes are different. They need hot water but only for thirty seconds.

Some Japanese shops soak kombu in cold water overnight. No heat at all. The dashi is clear and very quiet in taste.
Temperature is the whole recipe
Cold water pulls slowly and cleanly. Hot water pulls fast but drags out bitterness. Kombu likes patience. Bonito likes speed.
The order that works
Soak kombu in cold water for thirty minutes. Heat slowly. Pull the kombu out before the first bubble. Turn off the heat, add bonito, wait thirty seconds, strain.
