Plant dashi is a different tool
Kombu and dried shiitake together give glutamate and guanylate. That pairing works the same way kombu and bonito do.
Soak dried shiitake in cold water overnight. Use the soaking water. That liquid is half the flavour.
Japanese temple cooking has been vegan for over eight hundred years. It avoids garlic and onion as well, not only meat.
Check your dashi powder. Most supermarket versions contain bonito even when the packet looks like it is just seaweed.
